Cap and Trade or Real Cost of Goods

I think there should be "Real Cost of Goods" legislation. As it is even now, the US produces goods with less polution than say China. The world (starting with US) should add the cost of the polution impact of each widget another country sends over. Then we could afford to produce goods here again.
